Support tickets

• /ticket panel posts an "Open a Ticket" button anywhere.
• Members describe their issue, and a private numbered thread opens with the support team inside. One open ticket per member.
• Anyone on the ticket closes it with the button; /ticket list shows what is waiting.

Also on the dashboard, under Community, then Tickets: post the panel, and see and close open tickets there.
